The year 8 steel safeguards, which run 1 July 2025 to 30 June 2026, have changed. Full details of the changes which come into force on 1 July 2025 can be found in the Public Notice 2025/12.

A brief summary of the changes:

  • All Year 8 quotas have been increased by 0.1%.
  • No rollover of unused quota between quota periods.
  • In Q4, countries with their own quotas can no longer use the residual quota if they have fully used their own quota.
  • The following quotas have been removed from Year 8:
    • EU Category 2
    • India Category 2
    • South Korea Category 2
    • Residual (other) Category 2
    • Turkey Category 4
    • UAE Category 20
  • The following changes have been made to the residual (all other countries) quotas:
    • Category 4 – Limit for any country of a maximum of 15% of the residual quota volume; quota order numbers for major export countries added:
      • 058410 Vietnam
      • 058411 South Korea
      • 058412 Japan
      • 058413 USA
      • 058414 Singapore
      • 058415 Canada
    • Category 7 – Limit for any country of a maximum of 20% of the residual quota volume; quota order numbers for major export countries added:
      • 058700 South Korea
      • 058701 Japan
      • 058702 USA
      • 058703 Canada
      • 058704 Taiwan
      • 058705 Switzerland
    • Category 13 – Limit for any country of a maximum of 20% of the residual quota volume; quota order numbers for major export countries added:
      • 058130 Algeria
      • 058131 Egypt
      • 058132 USA
      • 058133 New Zealand
      • 058134 Norway
      • 058135 Japan
  • Türkiye has been added to the list of exempted countries.
  • The following exempted countries are NOT exempt from these safeguard quotas:
    • China – Categories 6, 25A (residual), 25B (residual), 26
    • Egypt – Category 13 (residual) – no change
    • India – Categories 1A (residual), 1B (residual), 4, 20, 26
    • Türkiye – Categories 1A, 1B (residual), 12B, 13, 16 (residual), 17 (residual), 20, 21, 26
    • UAE – Categories 21 (residual), 26
    • Vietnam – Categories 1A (residual), 1B (residual), 4
