Update to 4020 – Phytosanitary Group 00 Geographical Area Group Memberships.

Update to 4020 – Phytosanitary Group 00 Geographical Area Group Memberships:
An issue has been identified following the addition of EU as a country code to geographical area 4020 – Phytosanitary Group 00.
CDS converts individual EU member states country codes to EU before doing tariff validation, so this will apply to declarations with the origin declared as any EU member’s country code. Measures on some commodity codes, which should be excluding EU member states, are mandating declaration of document code N851. It is hoped that a fix can be put in place by the end of the week. In the meantime, the workaround will be –
DE 2/1 Declare DCR at header level together with a DUCR
DE 2/3 Declare document code N851 with document status code XW and document reason “EU Goods Exemption”
As well as this fix, DBT will take the opportunity to introduce exemption code 901Y on an additional number of phytosanitary control commodity codes to fix related issues with the phytosanitary control. These commodity codes will be provided when known.
